Procurement Engineer

Responsibilities
The main responsibilities include, but are not limited to:

  • Identify bidder list with inputs from users, develop new suppliers, lead bidding and negotiations on Purchase Requisitions regarding goods/services for Plants in Rayong and the BKK office.
  • Prepare Purchase Orders (PO) and expedite for approval. Coordinate with the legal department and vendors for contract documents if required. Send PO/contracts to vendors and follow up until goods/services are delivered. Record and filing for all documents required from the procurement activities and ensure availabilty for any audit per company regulation.
  • Liaise/Support with freight forwarding service providers for all custom formality activities for any imports of raw materials/spare parts, coordinate with user/accounting department to have all required documentation/taxes paid to customs. Ensure availability of all relevant document filing for future audits.
  • Apply all purchasing strategies to arrive at the best cost outcome for the company such as cost analysis, convincing, negotiation, volume discount, relationship management and etc.
  • Develop or follow purchasing strategy in conjunction with input from key users on the supplier portfolio management to apply the most effective purchasing methodology to meet users’ requirements.
  • Lead the supplier audit visit to improve supplier quality, maintain the approved list and black list within the system.
  • Constant review of new alternative sources to maintain a competitive supplier environment.
  • Follow up with vendors on any non-conformance reports, follow up with users and vendors until project finalisation.
  • Monitor PR-PO outstanding and expedite to have a timely delivery of goods and services to meet the required target delivery dates.
  • Maintain professional relationships with vendors while encouraging fair competition during the bidding process.
  • Actively coordinate with users to evaluate vendor performance and follow up for improvement.
  • Support Senior or Assistant Department Manager Procurement or make suggestions on any performance monitoring activities or any other improvement plans for the procurement process.
  • Periodically review and comply with procurement process. Make suggestions for improvements as appropriate.
  • Handle spare parts, raw materials, engineering services and other related technical enquiries as appropriate.
  • Other tasks as may be assigned by the company.

  • Bachelor’s degree in Engineering, or related field.
  • 3-5 years of working experience and at least 2-3 years of experience in sourcing/purchasing/planning. Experience in the petrochemical industry is an advantage.
  • Good command of spoken and written English with required TOEIC 550.
  • Possess technical knowledge, contract/agreement knowledge, supplier selection, cost control and experience in working with engineering specification and standards.
  • Good negotiation, data analytical skills, teamwork and capable of working independently.
  • Familiar with SAP or other ERP systems and ISO system. Proficient in MS Office and Project Management.
  • Self-motivated, fast learner, positive attitude, active personality and able to perform in a dynamic environment.
  • Location: Rayong Province.
